Depending upon how seriously you take him on this issue (The conservative loving New York Times (here) and Washington Post do not.), Huckabee's support for the Fair Tax is a good indication that he favors limited government. The Fair Tax will replace the Internal Revenue Code with a consumption tax, like the taxes on retail sales forty-five states and the District of Columbia have now. All of us will get a monthly rebate that will reimburse us for taxes on purchases up to the poverty line, so that we're not taxed on necessities. That means people below the poverty line won't be taxed at all. We'll be taxed on what we decide to buy, not what we happen to earn. We won't be taxed on what we choose to save or the interest those savings earn. The tax will apply only to new goods, so we can reduce our taxes further by buying a used car or computer. Currently, our tax system is tilted towards taxing the middle tax via payroll taxes. The truly wealthy pay capital gains taxes. Capital gains are taxed at a lower rate than payroll taxes. Fairtax.org is one of the prime proponents of this plan. Huckabee calls for health care solution that depends upon private enterprise and state regulation. The specific reform he calls for begins with an end to employer provided health insurance. Effectively, because the current tax deductions would become meaningless, the implementation of the Fair Tax would be the beginning of the end for employer provided health insurance. Nonetheless, as his agricultural policies indicate, Huckabee does favor government tinkering. Consider this quote from his issues page on Agriculture. We must continue subsidies because our farmers compete with highly subsidized farmers in Europe and Asia, and they face fixed costs (land, equipment, seed, supplies) whether or not they produce a crop. Subsidies insulate farmers from natural disasters like droughts, floods, hurricanes, and tornadoes, as well as from sudden spikes in the price of fuel, feed, and fertilizer.
